Lending regulations
The library facilities of the Hogeschool Utrecht (HU) are primarily meant for students and staff members of the HU. The following lending regulations are valid as of September 1st 2008.
1. Borrowers HU Students and (former) staff members: HU students may use the library facilities by presenting a valid student card or certificate of enrolment; (former) HU staff members by presenting a HU library card or a valid identity card (passport/driving licence) or VOG pass (the society 'Oud Goud'). Students and staff members of the University of Utrecht: As a result of an agreement between the Utrecht University library and the HU libraries, students and staff members of both institutes may use each other's libraries free of charge. University students are requested to bring a valid student card and a valid certificate of enrolment. University staff members have to bring their University library card + valid ID. School libraries: School libraries may use the facilities of the HU libraries free of charge. Loan requests can be submitted by email by the school's contact person. Pupils collect the item(s) themselves. School libraries and HU borrowers are equally charged for copies from magazine articles (see 3).
External members: Others may also use the facilities of the HU-libraries by paying an annual membership fee of € 18,00. Registration takes place by presenting a valid identity card and proof of address (for example a recent bank statement).
Requests by other libraries: Other libraries can request HU publications for their own members by paying € 6,00 per item. Requesting copies from magazine articles costs € 6,00 for 1 to 10 pages, and € 0.60 per additional page.
Borrower's information: The borrower's personal information will not be passed on to third parties or otherwise revealed, unless with explicit permission of the person involved. By clicking the button 'Borrower information' in the catalogue, borrowers can check personal information such as address, borrowed items and reservations.
2. Borrowing policy The following lending rules apply:
Lending period: The standard lending period for most items is 28 days. The lending period for video's and dvd's is 7 days. The lending period of certain materials may vary at some HU libraries. It is possible to request, borrow, return, reserve or renew items at all HU libraries, regardless which library owns the items.
Renewal: The lending period of a publication can be renewed with a maximum lending period of one year, or until another borrower reserves the publication. By clicking the button 'Borrower information' in the catalogue, borrowers can renew the publication(s) themselves. Renewals can also be done in person, by phone or e-mail.
Reservations: Publications that are checked out can be reserved free of charge. A borrower is allowed to reserve 6 reservations at a time. Publications can be reserved at the lending desk. Reserved items will stay on hold for at least 5 working days after the date of notification.
Maximum number of materials: Each HU library has determined that the maximum of each material that may be borrowed is 6. This means you may borrow 6 books, 6 theses, 6 annual reports etc. at a time from each library.
Exceeding the lending period: If the lending period is exceeded, the library charges a fine of € 0,10 for each publication per working day. The materials can be renewed without paying a fine in the first week that they are overdue. If the materials are not renewed or returned during this period there will be a charge of € 0,10 for each publication per working day in retroaction.If there is no reaction the borrower will, after 3 weeks, lose his right to borrow, renew, or reserve publications from the HU libraries. A month after exceeding the lending period the borrower will receive an invoice to pay for the replacement costs of the material, € 4,50 administrative costs and the accumulated fine. Additional costs made by the debt-collection agency will also have to be paid by the borrower. After paying the invoice or fine the borrower will be allowed to borrow, renew or reserve materials again.
The policy of some libraries may vary depending on the material. When an outstanding fine is due of € 5,00 and up, the borrower is no longer allowed to borrow, renew or reserve publications till the fine is paid.
3. Requests for materials and magazine articles at other HU libraries and the Utrecht University library (UUL) It is possible to request materials and copies of magazine articles that are available at other HU libraries. The delivery time is a week at most. Requesting books etc. is free of charge. Requesting copies of magazine articles costs € 3,00 for 1 to 10 pages, and € 0.60 per additional page.
HU students and employees may use the facilities of the Utrecht University Library free of charge. Students register by presenting their student card. HU employees need a letter from a HU library which is available at all the lending desks.
It is also possible to request materials that are available at the UUL. Requesting books etc. is free of charge. Requesting copies of magazine articles costs € 3,00 for 1 to 10 pages, and € 0.60 per additional page. The Utrecht University library only offers electronic copies. The library that receives the copy can print it or send it by e-mail to the person who requested the article.
4. Interlibrary loan

The Netherlands:
If a requested publication (book or magazine article) is not available at any of the HU libraries, it is possible to put in a request for publications or copies from magazine articles at other libraries (i.e. interlibrary loan, IBL). For interlibrary loans the HU lending regulations apply, unless the other library imposes different rules. Students and staff members pay € 3,00 for a book request.
An interlibrary loan request for a magazine article will cost the borrower € 3,00 for 1 to 10 pages, and € 0,60 per additional page. The borrower has to pay € 3,00 in advance. The surplus or deficit will be settled when the article is collected.
Abroad:
The costs of an interlibrary request from a library abroad vary per library and country. Requests from within or outside Europe will vary also. An indication: a request for a book will cost between € 22,- and € 30,-. Copies from magazine articles up to 20 pages will cost between € 15,- and € 23,-. Note: a book requested from a library abroad is for inspection only.
5. Additional rules
Lending to third parties It is not permitted to lend borrowed materials to third parties.
Liability and compensation Lost or damaged materials will be charged. The borrower has to pay the replacement costs for the materials + the fine that might be required for overdue materials.
The replacement cost for materials is the cost price. If the cost price is not known, the replacement costs for books will be € 27,- / € 36,- (the average book price in the Netherlands). For other materials (theses, annual reports, cassettes etc.) the replacement costs will be € 22,50. The HU libraries are not responsible for damage caused by borrowed materials.
Unforeseen: In cases where these regulations do not apply, the head of the library or his/her authorised representative will decide.
Additional faculty rules The HU libraries may impose additional rules for their (sub) collection. Such rules may not be contrary to the library rules.
