Lending regulations of the HU libraries


As of September 1st, 2006

The library facilities of the Hogeschool Utrecht (hereinafter called HU) are primarily meant for students and staff members of the HU.

1. Borrowers information

Students and staff members of the HU
Students of the HU may use the library facilities upon presentation of a valid student card or certificate of enrolment, staff members of the HU upon presentation of a HU borrower card or some valid identity card (passport/driving licence).

Students and staff members of the University Utrecht
As a result of a co-operation between the University library and the HU libraries, students and staff members of both institutes may use each other's libraries free of charge. University students are requested to bring a valid studentcard, university staffmembers to bring their UBU-card + valid ID.

External members
External members can receive a library card upon a payment of € 18 per year. Enrolment takes place upon presentation of a valid ID.

Loan through the interlibrary loan.
It is possible to request materials through the library of your work or study institute from the HU libraries. For this service the HU libraries will charge € 4,50 per requested publication.

Borrower's data
The borrower's data will not be passed on to third parties or otherwise revealed, unless by special request of the person involved.

2. Borrowing policy
These are the lending rules we apply to:

Lending period
The standard lending period for most items is 4 weeks. The period for video tapes is one week. It is possible to request, borrow, return, reserve or renew materials at all HU libraries, regardless of which library owns the material.

Renewal
The lending period of a publication can be renewed unrestricted, or till another borrower reserves it. Renewals can be done in personal or by phone or e-mail.

Reservations
Publications that are checked out can be reserved free of charge. A borrower is allowed to have 6 reservations at a time. After return to the library reserved items will stay on hold for at least a week after notification

Maximum number of borrowings
At the HU libraries the maximum of each item that may be borrowed is 6. This means you may borrow 6 books, 6 theses, 6 annual reports etc. at a time from each library.


Exceeding of the lending period
If the lending period has been exceeded the library will charge a fine of € 0,10 per day per publication.

In the first week that the materials are overdue, they can be renewed without fine. If the materials are not renewed or checked in during this period they will be charged with a fine of € 0,10 per publication per day in retroaction.

If there is no reaction the borrower will, after 3 weeks, lose his possibility to borrow, renew, or reserve publications from the HU libraries.

About a month after exceeding the lending period the borrower will receive a bill to pay the replacement costs of the material,€ 4,50 of administrative costs and the accumulate fine. The borrower has to pay for the fee when made.

After paying the bill or fine the borrower has again the possibility to borrow, renew or reserve materials.

3. Request for magazine articles from other HU libraries and at the University library

It is possible to request photocopies of magazine articles that are available at other HU libraries. The delivery time is a week at most. For this service the borrower has to pay € 0,45 per page with an advance of € 3,20. The surplus or deficit will be settled when the article is collected. The university library only delivers documents electronically which will be send by e-mail to the applicant. requests cost € 0,05 per page.

4. Interlibrary loan

Interlibrary loan in the Netherlands
If a desirable publication (book or magazine article) is not available at any one of the HU libraries, it is possible to put in a request for them at other libraries (i.e. interlibrary loan, IBL). For borrowing these publications we apply our lending regulations, unless the other libray imposes different rules. The borrower has to pay € 3,20 euro in advance for an interlibrary loan.

An interlibrary loan request for a magazine article will cost the borrower € 4,20 for 1 to 7 pages, and € 0,45 per additional page if delivered electronically and € 0,60 if delivered on paper. The borrower has to pay € 3,20 in advance. The surplus or deficit will be settled when the article is collected.

Interlibrary loan abroad
A publication that has to be requested from a library abroad is charged with € 18 per publication.

5. Additional rules
Lending to third parties
It is not permitted to lend borrowed materials to third parties.

Liability and compensation
Lost or damaged materials have to be paid. The borrower has to pay the replacement costs for the lost or damaged materials + € 4,50 administrative costs + the fine required for overdue materials.

The compensation for materials is, as far as known, the cost price. If not known, books will be charged with € 27 / 36 (the average book price in the Netherlands), other materials (theses, annuals, cassettes etc.) will be charged with € 22,50).

Not foreseen & Additional faculty rules

In other cases the librarian or his authorised representative will decide.
If desired the HU libraries may put additional rules for their (sub) collection. Such rules may not adverse to the library rules.
